Abstract
A record peak flow in February of 1996 caused the Willamette River and its major tributaries to flood. This map was created to delineate the inundated areas near the mainstem and major tributaries of the Willamette River. Complete FGDC metadata is available from US Army Corps of Engineers, Portland District.

Updated through the Goal 5 process, the State of Oregon mandate for identifying areas for potential habitat protection.

Purpose
This polygon coverage will be used by land managers and government entities within the Willamette Basin to assess the limits of flooding during the 1996 flood. It will also be used as part of a research project designed to formulate future scenarios for growth in the Willamette Valley (Pacific NW Ecosystem Research Consortium: OSU, U of O, EPA).

The original file, upon which this coverage is based, was produced at Spencer B. Gross Mapping (now i-Ten Associates) in Portland, Oregon under contract to US Army Corps of Engineers, Portland District (contact person: Robert C. Peak, US Army Corps of Engineers, 333 SW First St., Portland OR 97204, telephone 503-808-4856). Incomplete information has been provided to date to describe the process undertaken by Spencer B. Gross Mapping to produce this inundation line. Their mailing address is:

The procedure to digitize the inundation line and to produce dxf files is pieced together here from information provided to USACE from Spencer B. Gross Mapping. Spencer B. Gross Mapping produced two projects for USACE: digital orthophotos for the Willamette River from 1995 (pre-flood) and this inundation line for the flood of 1996. Apparently, the georeference for the flood photography was bridged from the 1995 digital orthophotography, allowing the flood inundation line to be digitized directly from the rectified aerial photos of the flood.

Color aerial photography was shot during the 1996 flood by Bergman Photographic, Portland, Oregon (503-239-6010) and by WAC in Eugene, Oregon (1- 800-845-8088). For this project, Bergman's photography was used almost entirely. Flight dates were February 9-11, 1996.

DATA QUALITY INFORMATION

2.4Horizontal positional accuracy
Not provided by SBGMaps. Accuracy varies depending on the quality of the DTM which was available in a given location. Accuracy is as good as or better than the tax lot layer. Because the two layers were rectified separately, one cannot assume that tax lots are correctly registered to the flood layer in all instances.
